Youth programs are central to Rotary. Founded in 1977, World Affairs Seminar (WAS) is a unique international youth initiative launched by Rotary District 6270. Session attendees will hear how high-school students from around the globe gather to advance peace through understanding by building strong international leaders for a brighter tomorrow. Attendees will also learn best practices on how their Club can help sponsor students from their community to participate - or grow their participation - in WAS.

Francis X. Vogel is a seasoned nonprofit professional with 31 years’ experience as a staff person or consultant, including over 17 years leading Milwaukee-area groups. Before World Affairs Seminar, Francis was Executive Director for Economics Wisconsin, Polish Heritage Alliance, and Wisconsin Clean Cities. He holds bachelor’s degrees from the University of Wisconsin-Madison in History and English.

Francis is a proud member of the Rotary Club of Milwaukee since 2017. He, his wife Carol Lynn Wandler, and their daughters live in South Milwaukee. Their youngest, Lola, a Shorewood High School freshman, was a student delegate at World Affairs Seminar 2024.
